In late 2025, Fay-Penn Economic Development Council strengthened its collaborative role in the City of Uniontown through a set of strategic Master Services Agreements designed to expand economic development capacity for several key local organizations.

Fay-Penn entered into agreements with three partners:

• Redevelopment Authority of the City of Uniontown
• Uniontown Downtown Business District Authority (UDBDA)
• City of Uniontown

These agreements allow Fay-Penn to provide professional services—including grant development, project coordination, compliance guidance, and strategic planning—on an as-needed basis, ensuring that each organization can access experienced economic development support while maintaining responsible use of limited public resources.

The partnership was created in recognition that many local authorities and municipalities operate with limited staff capacity and constrained budgets yet still manage complex redevelopment initiatives and funding programs.

Under this model, Fay-Penn provides services at a highly affordable, mission-driven rate intended simply to cover costs rather than generate profit. The goal is not revenue generation, but rather to ensure that critical redevelopment and economic development work can continue moving forward in communities that may not otherwise have the internal capacity to manage these efforts.

Through this structure, Fay-Penn’s Director of Grants dedicates time each week to support these partner organizations, helping coordinate funding strategies, advance redevelopment projects, and ensure grant compliance across multiple initiatives.

This collaborative approach reflects the value of Fay-Penn’s role as Fayette County’s Certified Economic Development Organization (CEDO) serving as a regional resource that municipalities and local authorities can rely on for technical assistance, project development, and funding expertise.

By working together through these agreements:

• The Uniontown Redevelopment Authority can continue advancing redevelopment and property initiatives.
• The Downtown Business District Authority receives support for downtown revitalization and program development.
• The City of Uniontown benefits from coordinated economic development support and funding strategies.

Rather than each entity attempting to build separate internal capacity, this partnership allows them to share access to professional economic development services, ensuring that important initiatives continue to move forward while maintaining fiscal responsibility.

As these agreements continue into 2026, the collaboration represents a model for how regional economic development organizations can help strengthen local institutions, support revitalization efforts, and maximize the impact of limited resources.

Fay-Penn’s service agreements allow multiple local organizations to access professional economic development support through a shared, cost-effective structure designed to strengthen local capacity and advance community revitalization.
